Singrobo-Ahouaty Hydro Power Plant in Cote d’Ivoire,
EPC Construction Contract,
Request for Expressions of Interests.

Ivoire Hydro Energy (IHE) is developing a 44 MW hydro power plant on the Bandama River on a site located 140km north of Abidjan near the villages of Singrobo (left bank) and Ahouaty (right bank) under a 35-year concession signed with the State of Cote d’Ivoire in December 2013. The Project comprises a 23.5m high and 1,250m long dam, 25m long penstocks with a 5m diameter, a water intake structure, a spillway, a 1,400m tailrace channel and a power production unit equipped with 2 vertical Kaplan turbines. In March 2015, IHE partnered with the Africa Finance Corporation (AFC), a multilateral finance institution, to jointly develop this project. It has also mandated Themis to provide structuring and transaction advisory for the Project. The project development consortium intends to achieve financial close and commence construction in 2016.

IHE hereby invites interested firms to prequalify for the Engineering, Procurement and Construction (EPC) of the Project’s facilities. Applications are to be received before 30 November 2015 midnight Abidjan time, either by express courier at

Requirements for pre-qualification include financial capacity to conduct such works, relevant expertise and track-record in constructing similar hydropower plants. Relevant construction experience in Sub-Saharan Africa and/or the ability to play a role beyond construction, either as an investor and/or in the operations and maintenance of the power plant, will be a plus.

Applications should include:

  • Cover Letter, confirmation interest in the Project;
  • Financial Statements for the construction firm for the last 3 years;
  • Evidence of carrying out similar assignments stating the following details: Name of Project/Facility, Brief description, Clients, Scope and nature of work carried out, Contract value and duration, Contact name and address of a referee in project.
  • Indication whether the contractor is willing to play a role beyond construction of the power plant

The opening of the submission will take place on 1 December 2015. Successful bidders will be sent Request for Proposals (RFP). Only firms and joint ventures prequalified under this procedure will be invited to bid.
